No. But one of the responsibilities of a fast-track sponsor is to make sure that the materials submitted are appropriate for the case -- and that they're in a form that can be reviewed in a reasonable manner. In some instances, this means explaining just what namespaces are claimed ("all functions start with libfoo_*"). In others, it involves producing summaries.
