upgpkg: python-moto 1.3.13-1 * Switch back to PyPI tarballs as upstream often forgets to add git tags. * Add a workaround for an boto 2.x issue. It breaks building on https://tests.reproducible-builds.org/archlinux/ as the latter uses proxies.
