upgpkg: rasqal 1:0.9.33-4: Rebuild to add soprovides. Shorten overly long pkgdesc. Switch to only one of the licenses (LGPL2.1). Add all available sodeps in package() and the respective packages in makedepends. Add all required direct dependencies. Add librasqual.so to provides. Run autoreconf in prepare(). Install docs. Update maintainer info.
