unblock & misc changes
* add changelog URL
* do parallel testing only when makepkg.conf specifies parallel building
* drop unneeded PYTHONDONTWRITEBYTECODE=1 trick. It was for reproducible
packages, and no longer relevant after switching to PEP 517
