[arch-dev-public] Adding tiacx wifi driver to core repo

As per FS#9057, I'd like to move the tiacx driver to core, to add to our 
current collection of wifi drivers.

Any objections?

P.S. The mac80211 version doesn't build against 2.6.24, so it would be 
the legacy version for now.
