[arch-dev-public] [rebuilds] icu4.0

I've updated icu to 4.0 with a .so bump to testing. All known rebuilds
from website shown dependencies are done for both architectures:

    * libflashsupport
    * openoffice-base-devel
    * openoffice-base-beta
    * tin

Please report if something else needs a rebuild. If not I will move
them very soon.
