[arch-dev-public] Adding uucp and locate in the gshadow file

I added "uucp" and "locate" in the gshadow file, from the "filesystem"
package.  This fixes FS#10910 and FS#12661.

The changes were made in the file, only. I did not created a new
package with the changes.
