[arch-dev-public] devtools-0.7.0 released

Hi all,

I have just push devtools-0.7.0-1 to our repos.   It comes with support 
for arch-any packages, split packages and the community repo.

Some things that people should note:
- you need a commit message when using (e.g.) extrapkg or the commit 
will fail.
- makechrootpkg no longer copies your local makepkg.conf to the chroot 
so make sure PACKAGER etc is set in your chroot.
