[arch-dev-public] evms in [testing]

I rebuilt evms to fix FS#16079.  This moved various files to /sbin and 
/lib to allow systems with /usr on a separate EVMS volume.  I also added 
a couple of upstream patches, a patch for the --as-needed flag and 
removed the install file (covered by optdepends).

As I do not use EVMS, I would like reports of it still working before I 
move it to [extra].  This is one occasion where it is safe to install a 
single package from the [testing] repo.
