rpc_pipefs is a mount point of a virtual file system:

$ findmnt /var/lib/nfs/rpc_pipefs/
TARGET                  SOURCE     FSTYPE     OPTIONS
/var/lib/nfs/rpc_pipefs rpc_pipefs rpc_pipefs rw,relatime

The kernel sets the permissions of the mount point the right way. Don't
touch it.
