Woah, why would you ever advise anyone to delete the entire ~/.config and 
~/.cache
directories? They want to reset their KDE config, not *everything*. Even if the
$XDG_CONFIG_HOME isn't explicitly set, there are still a lot of applications
that deliberately look in those paths for configuration regardless.  Clearing
everything in those directories will wipe out most of the user's configuration,
browser profile, who knows what else.
