I checked and no help. Nextcloud uses it's own php config. While you have your normal php.ini in /etc/php-legacy and the php.ini for nextcloud php-fpm use in /etc/php-legacy/php-fpm.d/nextcloud.conf, intl was already enabled in /etc/php-legacy/php-fpm.d/nextcloud.conf.

(I also enabled it in /etc/php-legacy/php.ini and reloaded to server to check - it made no difference)

You have the separate php.ini that nextcloud uses in /etc/webapps/nextclould - but intl was already enabled there.

So intl is enabled everywhere it should be (and I tested enabling it everywhere), still no joy.
