I don’t know why a distributed/community-driven project such as Arch Linux 
should bother trying to comply with this law.

As it’s currently written, this law would also require any kind of embedded 
device running an RTOS or a custom Linux distribution (Yocto/Buildroot) to 
comply. This means that your modem/router, your smart TV and even your smart 
fridge should somehow implement this functionality. In other words, it’s 
currently unenforceable from a technical point of view. 

Major OSes will adopt it since they’re backed by corporations that simply 
cannot avoid doing business in these countries/states. However, as far as Arch, 
Debian, Gentoo, *BSD, etc. are concerned, this is a nonissue.
