How did you install sagemath? And what do you mean by "access it"? For what it's worth, /usr/sbin is just a symlink to /usr/bin. Still, no reason for your 'math' to not be able to use 'sage'. I've installed the sagemath package with pacman and my regular (non-root) user is able to use the 'sage' command just fine.
