Easiest way is to subscribe to the core-testing and core RSS feeds. They
show the list of packages (in testing) and when released for update to.
New kernels will be in core-testing for some period of time generally
1-2 weeks while all other packages are rebuilt necessary to support that
kernel and it allows users to test the new kernel.
The RSS feeds are on the right-side of the archlinux.org homepage.
There are other ways to check what packages are in what state of
testing, but this has been the easiest I've found.
No need to flag anything. The new kernel will be ready -- when it's ready.
