/usr: clarify warning a bit
We still support a separate /usr if it was somehow mounted by the initrd.

/usr: move all executables from /sbin to /usr/sbin
At worst this will give an error message if /usr is not mounted,
which is fine as we are warning against this anyway. It will not
break boot.
