[arch-projects] mkarchroot tries to run locale-gen w/o full path

I'd like to propose this small patch:

   http://distfiles.scode.org/mlref/arch/mkarchroot-local_gen.diff

I don't believe the original would ever be expected to work since
chroot doesn't care about PATH.
