Because of what Aaron said! It's optional! If you want it, install it. If we put it in depends then everyone has to install - which is backwards...

Why xorg does not use fnlib as a pre-requisite to be installed ?
Probably because it's optional - it should have some output though...
but most packages don't have a depend=() entry for optional
dependancies... they simply output "if you want feature X, then
install package Y"
