I have a similar problem but I think I might have it worse though I have Viewsonic UltraBrite A71f+. When running at 1024x768 and a high powered device is on such as the microwave, washer, dryer, vacum cleaner. My screen shakes and that also is when I get the line at the higher resoultion though I don't like 1280x1024. I've tried ups, a modified power outlet (dad friend did it not sure what he did to it), I moved it away from the wall I've tried every god dam thing there is. The end conclusion is that it is because my house has old electric lines though that might be wrong. Dunno.

I have the EXACT same problem and I always have. Syncmaster 793DF. Once
the scan lines appear, they appear on windows. I have returned the
monitor for a new one, and the same thing happens again and again
