The drivers need certain things compiled as a module, which the stock
kernel did not satisfy until 2.6.13. If you wanted ATI to work before
now, you had to compile your own kernel.

On top of that, the drivers are a big pain in the butt. Before AUR
there were numerous packages and PKGBUILDs floating around, all of
which would break whenever there was an ATI update, kernel update, or
anything else that the drivers didn't like.

It was nothing like dealing with the nvidia drivers. I think recently
they have become more manageable, but having an ati-drviers package in
extra that worked with the stock kernel would be great for everyone
with an ATI card.
