I have an Epson 3170 USB Scanner and i use their driver including the iscan scan utility (www.avasys.jp/english/index_e.html). This gtk1 application includes two files (iscan-device and iscan.usermap) in /etc/hotplug/usb. I don't know if iscan is hardcoded to look at this place for this files but perhaps it is so. Okay i'm not a dev but if it is possible to let hotplug be on the disk for such cases then it would be a good idea. Perhaps it is enough to make a "echo Disable hotplug in the DAEMONS array of the rc.conf" or something else to show it at the pacman upgrade.
