Hmm, that's weird.

I just tested it once more:
(using the username "arch"):

$ MAILPATH='/var/mail/arch?You have new mail'
$ mail -s test arch
.
CC:
Null message body; hope that's ok
$
You have new mail

I'm on a Debian system at the moment, but the above should work in any BASH
shell.
