No, the right behaviour would be not upgrading it. Pacman should tell you 
something like

wpa-supplicant: local version (0.5.4-12) is newer than repo version 
(current/0.4.3-2). not upgrading

But I don't know why it doesn't do so in this case. Perhaps someone with more 
knowledge of pacman
internals can tell.
