I think that most of the time, these things happen not because developers forget or it is an 'accident', it's just someone being lazy, and I'm speaking for all developers everywhere. I think what I would like to see is a ChangeLog, seperate from the cvs commit messages and have the commit tools (I hope arch is not just using 'cvs commit') force developers to update the ChangeLog when they change the PKGBUILD.
