Yes, dbus is started. this is my startup services list. 
DAEMONS=(syslog-ng !hotplug !pcmcia netfs crond dbus hal portmap network fam 
alsa hplip cups adsl nscd clamav postfix)
There is also acpid ( but that seems to start by itself )!
