With reference to what you are implying with the title of this thread,
here is the answer:

When a choice is given, the packages provide=() some virtual package. 
If the choice does not make sense (i.e. in the case of conflicting
binaries, better versions, compile time support, etc etc), then the
package replaces=() another.

If a package replaces another, it is a decision made by the developers
- either upstream or the Arch devs themselves.  No freedom of choice
is lost, because you still have abs.  Using a distro means some
choices are made for you.
