Sorry if i do not have solution (do not use KDE often), but
/me got the same configuration (with fr_FR in place of en_EN), as well as  
exactly the same behaviour :
Konqueror being totally unable to display chinese characters on anything,  
while other browers (Firefox, Opera & elinks) show them pretty good.
Kate or kwrite won't show chinese in a (utf8) text file
That's only a display issue, as if i copy/past thoses square blocks from a  
KDE apps to another app show the chinese ideograms...
