OK, that was it. 

I was not in the camera group (Although I could have sworn I tried that). The 
Wiki says to use the users group in the /etc/hotplug/usb/usbcam file.

I think that whole wiki needs to be redone. Do we even have to follow it 
anymore? Or should it "Just work" with the new udev? 

So, looks like the only problem is the gphoto2-2.1.99-2  package and why it 
doesn't work.
