Try naming it something else - after a recent upgrade (not this one, but the one before - 90?) 00.rules stopped working. Renaming it to, say, ipod.rules fixed this issue for me. I could reproduce the issue easily, and reported it to the mailing list. I figured I was the only one this affected since I didn't get any responses.
