You explained yourself perfectly, Jose - I may have answered your 
question a bit too literally i.e.

Is this a bug? No, it's not.

The longer answer is that this is the way pacman works - when a package 
is being upgraded, pacman will take it from the first repo it finds it 
in, regardless of the pkgver or pkgrel.
