Hi
my normal usb stick works perfect in initramfs shell by using break=y boot 
option.
all is loaded automatically and devices are created under /dev/
could you please try to remove the udev.rules files from klibc-udev and normal 
udev and then reinstall klibc-udev and udev that you have the latest rules 
files.
we had sometimes problems with not updated rules files in the past.
