So I found out what the problem is here.  It actually doesn't appear to 
be a gtk-qt-engine specific problem at all, but rather a recent change 
somewhere in KDE itself.  Apparently what's changed is this:

It used to be in KDE that no matter how you launched a GTK-based app 
(i.e., whether from the command line, from the "Run Command ..." dialog, 
or from double-clicking on a .desktop file or selecting a menu item) the 
app would automatically inherit the colors from the current KDE theme.

However, in the latest updates, GTK apps will only inherit the theme's 
colors when you launch them from a .desktop file or menu item.  If you 
launch them from either the command line or the "Run command ..." box, 
the KDE theme's colors will be ignored and they will appear in 
"standard" colors:  black text on a gray window.

I don't know if this is a bug or a "feature", but nevertheless this is 
how it is now.

By the way, you might be wondering then why I originally saw the problem 
on only one of my Arch boxes and not all of them.  Actually the problem 
*is* occurring on all my boxes.  I just didn't see it because on one of 
the machines I routinely launch my frequently-used apps via custom links 
I set up to .desktop files.  On the other boxes, though, I don't have 
these and so usually use "Run command ..." instead.

Anyway, I'm mostly posting this info just for follow-up purposes, so 
that someone else who encounters this might have some idea what's going 
on.  I doubt that this would be considered much of a "bug" by the KDE 
devs.  And even if it was, I wouldn't have the foggiest idea which part 
of KDE to file the bug on.  Still if anyone has any additional thoughts 
about this issue, please chime in.
