My particular fix for this was just to change inittab to not open a
getty on tty1. The messages will never be cleared as /etc/issue is
never invoked there, and if I set console=tty1 in grub, and maybe tell
syslog to dump there as well, it's a nice centralised point for any
errors. I'm mostly working in X, anyway, so loss of one getty isn't a
huge sacrifice.
