Sorry, I forgot to mention that I did that first and got exactly the same error.

Yes, everything is up to date.

Yes, I have. I rerun locale-gen after checking  /etc/locale.gen - just in case 
-, but it doesn't change anything.

> bash$ export LANG=en_US.UTF8
> bash$ initdb -D /var/lib/postgres/data/

Unfortunately I get the same error here. :-(
