no, there is not ".pacnew" or something like that. check:

yes, there is a directory named "/var/cache/fontconfig" which contains
some files and their names look like md5sum(s)

BTW, i solved my trouble by doing this, as ROOT:

for every directory in "/usr/share/fonts/" i just did:

# touch dir-name/dir-name

e.g. for TTF directory, i did:

# touch TTF/TTF


and trouble resolved. it updates the time stump. check the full answer
