Yes, that is exactly what you should do.  When you're about to install a 
plugin, the last step asks you to confirm the location where you want it 
installed.  (See http://www.darose.net/EclipseInstallPlugin.png)  You 
should change this location from /opt/eclipse to some local, writeable 
directory.

Perhaps this is the cause of the OP's problem as well.
