1) Text are in image and in html if you see the code. Text in image  
is good for general aspect
since standard web fonts are poor (I'm waiting for css3). This is  
really common to do this.
Typography is the key / Aliased text display depends on your screen  
(jpeg). This the small price
  to pay to compress the image. I think to improve it later . Jpeg :  
10ko full quality : 16ko. Any
help is appreciated anyway :)

2) We had indeed same design as archlinux.org. We also used part of  
the code (and we still used).
But to be honest this design isn't very attractiv nor modern. A  
little too rigid. I thought to give some
fresh air to this look. So I keep archlinux colors and then put this  
new look. Some fixes
need to be done yet, but first reactions to this look are quite good  
and I don't think to go back
except if good argument is given of course :)

Why do all the country website have to keep the same design ? Or  
maybe they have ? Maybe
there should be one website translated in different languages. ? I  
don't know .

I think it could be the perfect  time to discuss about it between all  
archlinux language community website
(http://archlinux.org/moreforums/), isn't it ? Maybe we could find a  
better way to organize themselves
to spread archlinux around. Are you ok to organize a meeting some day  
on irc (or  jabber) ?
