I have here two pc's with core2duo: server has the same cpu as you and the
desktop has an Intel(R) Core(TM)2 CPU 6600 @ 2.40GHz. On the server with
opensuse and an asus motherboard cpufreq works well. But on the desktop with
Archlinux and an MSI motherboard i have the same problems as you. I can't
guarantee it but i think in the most cases the bios of your motherboard is
the first which can be bad and in my case a longer inquest in the net shows
me that with the msi board cpufreq don't works under linux ... okay, there is
a new bios out so perhaps it solves the problem but i haven't install it at
the moment because for me cpufreq is more interesting for the server.

So the question number one is: Had cpufreq worked with an older kernel version
or is this the first time that you try to use it? Sorry if this question is
wrong here for you.
