Personally I'd like to see more of these questions raised on this group, so 
not off-topic at all for me. What you have expressed here is a user need 
for a piece of information to be recorded, analysed, shared etc - so Arches 
needs to be able to accomodate that.
 
In England, an influential document which I believe draws on Australian 
experience David cited is available at

That also sets out a values-based approach to setting priorities, with the 
'formula' being that significance is the sum of all the ascribed values, 
with priority given to those sites that are both higher in significance, 
and at greatest risk of loss of that significance.
