Hi Hannes, it looks like that file is not in the repos anymore, not sure 
why, because it was at one point.  Perhaps there is support coming for, as 
you say, an export function without a configuration file.  At any rate, you 
can pull the config file from the app repository that I have on github and 
place it in the directory that arches is trying to find it in (or put it 
somewhere else and then change the EXPORT_CONFIG setting in your app 
settings.py file).  Here's the link
