I guess this is where I must be getting a bit turned around.

When I tried the any of those commands in the Command Prompt it told me 
that pg_ctl is not recognized as an internal or external command, operable 
program or batch file. I can attach a screen shot, if needed.

should i not have run it in command prompt?
