This is something I would be happy to help with, but am busy with other 
projects at the moment. After the first of the year I will be much more 
available, if that's anywhere close to your timeline.  One thing to point 
your local historian to would be this document that lists some of the most 
important considerations when thinking about implementing 
Arches: http://archesproject.org/implementation-considerations/ (It's kind 
of long, but it's important to think about all of those things from the 
beginning of a project.)
