To give you an example:

I'm not  able to fill *Historic Resource Type* field in the *Resource 
Summary*.

In  Tools/Reference Data Manager (RDM) I added a Scheme named *Historic 
Resource Type* which appears on the menu's root but then there's no 
dropdown entry.
