Per https://issues.gpii.net/browse/GPII-3919, universal components will no longer be updated in GPII Cloud once they pass CI. Instead, there is a manual promotion process: https://github.com/gpii-ops/gpii-infra/blob/master/gcp/README.md#i-want-to-deploy-a-new-version-of-universal-to-production
