We can use similar approach we used for tiers xml file. Lets keep store this configuration in unique path inside each tenants gov registry space. Also with this we might need to check human tasks and workflow deployment in multitenanted environment(dealing with tenant aware URLs). Also we might need to update workflow admin jaggery app as this approving decision should made by tenant admin instead of super admin user. We can start with registry based config file and then fix upcoming issues.
