   Actually with current WSO2 external APIStore publishing feature also,if
the original API owner trying to delete his API, he's sending a delete API
request to other published wso2 external APIStores. Then the deletion from
other wso2 external apistores will happen only,if it allowed from those
stores. For example ,if the API published in external wso2 APIStore already
having an active subscription,the deletion will not happen from that
external APIstore,even the original APIPublisher send the delete request to
it.

I think,same above approach can be used for other Store type publishing as
well..
