After a discussion (azeez, lakmal, sagara, nirmal, pradeep, and me), we noticed that the current tenant-mgt components in Stratos are wso2 carbon servers specific. So, the relevant code fragments need to reside in wso2. The tenancy model in Apache Stratos need to be think through at the relevant mailing lists.
