So, the available options are, 1. Disable the unpacking of webapps in tenants. We can configure this per-app basis. We can do this programmatically as I've seen. There is no need to patch Tomcat.
2. Patch Tomcat to unpack webapps in the same directory along with the war files. If we need to support webapp unpacking in tenants, we'll have to go with option 2.
