Looking at the related issue reported in
https://wso2.org/jira/browse/APPFAC-2079, I believe we are doing the start
tenant flow. What we can do is find out why the start tenant flow is not
loading the proper registry.

@Platform team: We could also see why the tenant registry is not getting
loaded (derived from the fact that RXT is not found in the registry). I
don't see anything we are doing wrong. So ideally the CarbonContext should
have the proper Registry.
