The plan is to support one cluster per environment. If the requirement
comes up for the other in future, we can go for that too. For now we stick
to the former.

We already support clusters created by WSO2 Cassandra versions. The plan is
to add the external Cassandra support. So we'll have both.

When the concept of Environments comes up,  Cassandra management APIs
change. That's because we don't have a proper way to infer environments
without passing them to API, as we still don't have a standard convention
to represent environments in our platform. However data access APIs will
not change due to this.
